This position exists to execute the responsibilities of the Commissioner of Human Services pursuant to the provisions of the Human Services Licensing Act (HSLA), the Maltreatment of Minors Act (MOMA), and the Vulnerable Adults Act (VAA). The incumbent assesses complex allegations of maltreatment and licensing violations within a wide range of public and private facilities including child care centers, child treatment institutions and group homes serving youth with mental health and behavioral disorders, community based adult foster care homes, residential and day training services for persons with developmental disabilities, and chemical dependency treatment programs. The Assessor requires a broad administrative understanding of the Minnesota human services delivery system, as well as deep technical knowledge of the administrative rules and statutes that govern the 20+ different types of service licensed by the Department of Human Services (DHS). Responsibilities include but are not limited to the following: • Makes determinations of imminent risk and assures that proper lead agencies and emergency protection services are notified to assure the health and safety of children and vulnerable adults. • Interprets the requirements of HSLA, MOMA, VAA, and other state and federal statutes regarding complicated data privacy issues. • Exercises extensive independent judgement regarding actions that may be subject to administrative appeal and are often of high public visibility with significant policy and political impact statewide. • Serves as a technical expert in resolving difficult problems in the full range of facilities licensed by the Department of Human Services (DHS).
